Zusammenfassung
Das System der Leistungen zur Teilhabe am Arbeitsleben für behinderte und von Behinderung
bedrohte Menschen in Deutschland weist eine hohe Komplexität auf. Eine Vielzahl von
Leistungsträgern ist für jeweils spezifische Personenkreise zuständig. Am 1.7.2001
ist das SGB IX in Kraft getreten, mit dem der Gesetzgeber das für behinderte Menschen
geltende Recht in einem Gesetzbuch zusammengefasst hat. Hiermit wurden zugleich neue
an den Interessen der Behinderten orientierte Verfahrensregelungen sowie gemeinsame
Servicestellen zur wohnortnahen Unterstützung geschaffen. Hierdurch wird die Zusammenarbeit
der Leistungsträger gefördert und es werden die Bearbeitungszeiten deutlich verkürzt.
Die Leistungen zur Teilhabe am Arbeitsleben reichen von der Beratung über Bildungsmaßnahmen
bis zu konkreten Hilfen am Arbeitsplatz und Mobilitätshilfen. Sie sind weitestgehend
vereinheitlicht und bieten für alle Bedarfslagen adäquate Förderungsmöglichkeiten.
Abstract
The system of services in Germany shows a great complexity for the participation in
the working life of handicapped persons and those at risk for a handicap. A multitude
of funding agencies is available for specific groups of persons. On 1.7.2001, SGB
IX, book 9 of the German Social Code came into effect, which keeps the provisions
applicable to handicapped persons in a single code. At the same time, new rules for
the procedures oriented by the handicapped person’s interests were introduced as well
as common service points created for support near the place of residence. Thus, the
co-operation of the funding agencies is enhanced, and the time necessary for processing
applications and records becomes clearly shorter. The range of services for the participation
in the working life varies from advice and training to practical support at the work
place and assistance in mobility. They are standardized to the greatest possible extent,
and offer adequate means in the support for all needs.
